Interior renovation is the most commonly misunderstood category of work in the Toronto and GTA market. The term covers everything from a single-floor cosmetic refresh — paint, floors, light fixtures — at the $25,000 to $40,000 floor, through a multi-room mid-range scope with a new kitchen and bath at $80,000 typical, all the way to a gut-floor renovation with structural changes and premium millwork at $180,000 to $250,000 or more. The 2026 GTA interior-renovation market has firmed up considerably from 2024 lows. Labour rates for finish carpenters, painters, tile-setters, and trim installers have climbed roughly 18 percent over two years; quartz, porcelain, and engineered hardwood materials have stabilised but not retreated; and Toronto permit review timelines remain stretched to four to twelve weeks depending on whether the scope triggers structural review under Toronto Chapter 363. None of those numbers are coming down, so a 2025 quote that hasn't been refreshed is almost guaranteed to be light by 12 to 20 percent.

What an interior renovation covers

A typical RenoHouse interior renovation includes selective demolition (with MOL Reg 278/05 designated-substance survey on any home built before 1990, since vermiculite, asbestos pipe wrap, and lead paint are all common findings in pre-1990 Toronto housing stock), flooring removal and replacement (engineered hardwood, solid hardwood refinishing, or large-format porcelain tile are the dominant 2026 specifications), drywall repair and skim-coating, paint throughout, trim and casing replacement, light fixture replacement, switch and outlet replacement under ECRA/ESA notification by a 309A Master Electrician, and the deeper-scope items: kitchen cabinet refacing or full replacement, vanity and bathroom fixture replacement under a Skilled Trades Ontario 306A licensed plumber, and any millwork or built-in storage requested.

Where the scope crosses into structural territory — removing a wall to open up a kitchen-dining-living flow, for example — the project requires a P.Eng. design with a sealed beam calculation, a Toronto Chapter 363 permit application with structural drawings, temporary shoring during the beam install, and a city inspection at framing. We see this on roughly half of our mid-range and premium interior renovations.

Toronto permits, OBC compliance, and inspection scheduling

Most interior renovations in the Toronto GTA require a Toronto Chapter 363 permit when the scope includes structural changes, plumbing relocation, electrical rewire of a circuit or more, or any modification to the dwelling's fire separation or egress. Cosmetic-only refreshes (paint, replace-in-kind floors and fixtures, no rewire, no replumb) typically do not require a permit. Ontario Building Code Part 9 governs detached and semi-detached housing — the relevant sections for interior work are 9.10 (fire safety), 9.11 (sound transmission), 9.36 (energy efficiency), 9.32 (ventilation), and 9.25 (heat transfer and vapour barriers).

ESA permits are required for any new circuit, light fixture relocation that involves new wiring, or panel modification. A 309A Master Electrician must be the one to file the Notification of Work and the one whose name appears on the inspection. 306A plumbers must be the ones to make any fixture or rough-in change. Gas work for ranges or fireplace inserts triggers a TSSA G2 gas-fitter requirement.

Cost factors, finish-tier reality, and the rebate stack

The biggest cost drivers on a Toronto interior renovation are finish tier (cosmetic versus mid-range versus premium), the number of wet rooms in scope, whether structural changes are required, the age of the home (pre-1990 stock requires more demolition prep), and the depth of mechanical replacement. Choosing a builder-grade laminate at $4 per square foot versus an imported engineered hardwood at $14 per square foot makes a five-figure difference on a 1,500-square-foot project before labour is even counted. The same is true for cabinetry (IKEA versus custom local mill), countertops (laminate to quartz to natural marble), tile, lighting, and hardware.
