Not necessarily. Moisture is a NECESSARY but not SUFFICIENT condition for mold growth. Some wet zones never develop visible mold (because of airflow, antimicrobial treatments, or short duration); others develop mold quickly. The presence of visual mold staining + elevated moisture + musty odor is strong evidence; absence of any one doesn't rule out mold. Lab testing settles ambiguity.

We always supplement thermal with moisture meter readings (pinless to 3/4 inch, pin-type to 5/16 inch) and ambient humidity logging for the most complete picture.
