No — fibers are passive PMMA light pipes with no current passing through them. They cannot burn out. The projector LED is what 'wears' — and modern LEDs are rated 50,000+ hours (≈ 17 years at 8 hours/night). Replacement projector LEDs are user-serviceable on most models for $80–$250 or full projector replacement $650–$1,800. Fibers can be physically damaged (e.g., crushed by a renovation contractor working in the plenum) but not electrically degraded. Pure fiber-optic without crystals reads as a plain PVC or fabric ceiling with very small (~1 mm) dots when off — not visually distracting at typical viewing distance.
