Nine-inch-by-nine-inch (9"x9") vinyl floor tiles are one of the most reliable visual indicators of pre-1980 flooring in Toronto homes. The 9-inch dimension was the standard for vinyl-asbestos tile (VAT) products manufactured in Canada and the United States from the 1950s through the late 1970s. After 1980, the industry shifted to 12"x12" tiles as asbestos was phased out โ€” meaning a 12"x12" tile is much more likely to be asbestos-free, while a 9"x9" tile is presumed asbestos until tested.

Why 9"x9" Matters

Vinyl-asbestos floor tile manufacturing in North America standardized on 9"x9" dimensions from the 1950s through the 1970s. Common product lines:

  • Armstrong Excelon โ€” widely sold in Canada through the 1960sโ€“1970s.

The Dual Risk: Tile and Mastic

Two separate asbestos risks exist with 9"x9" tile installations:

The tile itself. Asbestos was used as a fibre filler in the vinyl matrix, typically at 2 to 8 percent by weight. The asbestos is bound in the tile and is generally not airborne until the tile is broken, sanded, or ground. The mastic adhesive. Black or brown asphalt-based "cutback" mastic was the standard adhesive for 9"x9" tiles into the late 1970s. When tiles are pried up, mastic remains bonded to the substrate (typically concrete in basements, plywood in main-floor applications) and is almost always disturbed during removal.

Type 2 Abatement Protocol

A typical Type 2 floor tile removal in Toronto:

  • 1. Containment โ€” poly sheeting at room boundaries, HEPA-filtered air scrubber running for the duration.
  • 2. Wetting โ€” tiles and mastic are wetted to suppress fibre release.
  • 3. Tile removal โ€” workers use heat (infrared) or solvent to soften the mastic, then pry tiles up intact where possible. Broken tiles are double-bagged.

A documented Type 2 removal with substrate inspection is a clean disclosure. Encapsulation must be disclosed but is typically not a deal-breaker โ€” buyers and inspectors are familiar with encapsulated 9"x9" tile and the disclosure framework is well-understood.
